About the author
Candra is a Licensed Medical Micropigmentologist and PMU Instructor at Shaded & Bladed in Tulsa, OK. She holds dual state licenses in Medical Micropigmentation and Medical Micropigmentation Instruction from the Oklahoma State Board of Cosmetology and Barbering.
Permanent makeup is safe when performed by a licensed, trained artist using sterile single-use equipment. Candra at Shaded & Bladed is a Licensed Medical Micropigmentologist — the highest licensing level for permanent makeup practitioners in Oklahoma — and holds a separate Medical Micropigmentation Instructor license from the Oklahoma State Board of Cosmetology and Barbering. At our studio at 8026 S Memorial Dr in Tulsa, OK, every client receives a new, sterile, single-use needle. No exceptions. But not every studio in Tulsa meets this standard, and knowing what to look for protects you from unnecessary risk.
What Oklahoma law requires for permanent makeup artists
Permanent makeup in Oklahoma is regulated by the Oklahoma State Board of Cosmetology and Barbering (OSBCB). State law requires every practitioner to hold a valid license before performing permanent makeup procedures. Two license types are relevant:
**Licensed Medical Micropigmentologist:** the standard license for performing permanent makeup in Oklahoma. Requires completion of an approved training program, a written examination, and practical skills assessment. Active licensure requires continuing education.
**Licensed Medical Micropigmentologist Instructor:** permits the license holder to teach permanent makeup courses at the instructor level. Candra holds both licenses — as a practitioner and as an instructor. The instructor credential is not required to perform permanent makeup, but it represents the highest level of competency recognized by the state.
You can verify any Oklahoma PMU artist's license status through the Oklahoma State Board of Cosmetology and Barbering at ok.gov. Unlicensed permanent makeup is illegal in Oklahoma and a genuine health risk — a practitioner who cannot produce a license number has not met the state's safety training requirements.
What makes a permanent makeup procedure safe?
Beyond licensing, safe permanent makeup practice involves specific sanitation and equipment standards:
**Single-use, sterile needles.** Every client receives a new, factory-sterile needle that is opened in front of them and disposed of after the session. Needle reuse is illegal and a bloodborne pathogen risk. At Shaded & Bladed, needles are never reused under any circumstance.
**Bloodborne pathogen certification.** OSHA's bloodborne pathogen standard applies to permanent makeup practitioners because the procedure creates small wounds in the skin. Candra holds current Bloodborne Pathogen certification — required training in the prevention and handling of bloodborne pathogens including HIV, Hepatitis B, and Hepatitis C.
**OSHA-compliant space.** A dedicated studio with a fixed address, non-porous surfaces, proper disposal of sharps and biohazardous waste, and accessible sanitation supplies is not the same as a practitioner working in a salon suite or a client's home. The physical space matters.
**Quality, tested pigments.** PMU pigments should be certified for cosmetic use and free of heavy metals and carcinogens. Low-quality pigments can shift color over time — turning orange, red, or blue as they age. At Shaded & Bladed, all pigments are professional-grade and meet cosmetic safety standards.
Red flags to watch for when evaluating a PMU artist
Not every red flag is obvious. Here is what to look for:
- **No license posted or provided on request.** Oklahoma law requires practitioners to display their license at the studio. If you cannot find a license number, ask — and verify it at ok.gov.
- **Price significantly below market.** Nano brows and powder brows under $200 in Tulsa almost always signal unlicensed work, inexperienced practitioners building a portfolio, or compromised equipment standards. Quality permanent makeup has real costs.
- **No portfolio of healed results.** Fresh results look very different from healed results. An artist who cannot show you photos at the 6-week mark does not have a reliable track record to evaluate.
- **No consultation offered.** A legitimate permanent makeup studio requires a consultation before every procedure. Artists who book directly without a consultation skip the screening for contraindications — a practice risk for both the client and the artist.
- **Working out of a non-fixed location.** A traveling artist working from a salon suite or client's home cannot maintain the same sanitation standards as a dedicated studio. This does not mean every traveling artist is unsafe, but it raises verification questions worth asking.

Who should not get permanent makeup?
Permanent makeup is contraindicated for some clients regardless of the artist's skill. Absolute contraindications include:
- Pregnancy or breastfeeding - Active skin conditions over the treatment area (eczema, psoriasis, open wounds, active acne) - Blood thinning medications — discuss with your prescribing physician before booking; never stop prescription medication without medical guidance - Uncontrolled diabetes - Known allergy to topical anesthetic or tattoo-grade pigment
Relative contraindications that require a consultation to evaluate: controlled diabetes, autoimmune conditions, immunosuppressant medications, and history of keloid scarring. These are not automatic disqualifiers — they require a conversation between you, your doctor if relevant, and Candra before proceeding.
If you are unsure whether you are a candidate, schedule a free consultation at Shaded & Bladed. Candra will give you an honest answer.
Results vary by individual. Consult a licensed permanent makeup artist for a personalized assessment before booking.
